China sees surge in administrative reconsideration cases in 2024

BEIJING, Feb. 28 (Xinhua) -- China handled 749,600 new administrative reconsideration cases in 2024, up 94.7 percent year on year, the Ministry of Justice announced on Friday.

Of these cases, about 641,000 were concluded, reflecting an 82.1 percent rise from the figure in the previous year, the ministry said in a press release.

After the administrative reconsideration process, 90.3 percent of the cases did not escalate to litigation or petition procedures, with disputes being effectively resolved, according to the ministry.

The sharp rise comes after the revised administrative reconsideration law took effect on January 1, 2024, the statement said.

Over the past year, administrative reconsideration agencies corrected 58,000 unlawful or improper administrative actions. They also issued 7,114 opinions and recommendations to address common enforcement issues and reviewed 1,387 regulatory documents, aiming to prevent and rectify administrative misconduct at its root.

Efforts were also made to regulate administrative actions affecting businesses. A special initiative, led by the Ministry of Justice in collaboration with the National Development and Reform Commission and the All-China Federation of Industry and Commerce, focused on improving law enforcement in business-related cases.

A total of 79,000 such cases were handled, with 19,000 disputes resolved through mediation or reconciliation and over 6,500 wrongful administrative actions corrected.

"More people and businesses are choosing administrative reconsideration to safeguard their rights, reinforcing its role as a primary channel for resolving administrative disputes," Vice Minister of Justice Hu Weilie said.

He added that the ministry would continue to enhance the system to support the development of Chinese modernization.

The ministry also announced that, effective March 1, online administrative reconsideration services will be launched nationwide to make the process more accessible for the public.

Citizens will be able to file applications, submit supplementary materials, review case files, attend hearings, participate in mediation, and receive decisions entirely online.

These services will be available through a WeChat mini-program and a national administrative reconsideration service platform.
